Sir,
With reference to the correspondence en-
closed with your Secret letter of the 13th instant,
No. 31403, on the subject of German-American intrigues,
I am directed by Mr. Secretary Chamberlain to suggest
that, if Mr. Secretary Bonar Law sees no objection,
the Governors of Hongkong and the Straits Settlements
may be informed by telegram that Mr. Bohm and his
companion Mr. Albert Wehde (who may be accompanied
by persons named Emil Merz and Acholz) are believed
to have chartered a schooner at Manila and to have
sailed on the 14th instant for Pontianak in Dutch
Borneo. It is possible that they intend to take
arms to China, but, as Mr. Bonar Law is aware, there
